The problem is two fold: 1) that the rules are continually increasing (I doubt just changing), and 2) that they are stupid. "Control" can get out of hand, to the place where they are replacing something with something worse. Imo #2&3 are "something worse." People get hurt biking, surfing, and tilling their gardens. That doesn't mean those things need more control. They are things with known associated risks that people are unfazed by and enjoy. I wish the committee would take a few years off.
