The list of FCS teams we could play at neutral site and have it be somewhat legit are in no order Montana, JMU, UNI and SDSU.
If we ever went FBS this whole neutral site thing would become a lot more intriguing.

Auburn vs. Liberty (probably was a FCS team when the game was scheduled)
Florida vs. Charleston Southern
Florida vs. Idaho (probably was a G5 team when the game was scheduled)
Georgia vs. Austin Peay
Kentucky vs. Murray State
LSU vs. Southeastern Louisiana
Mississippi State vs. Stephen F. Austin
Missouri vs. UT-Martin
Ole Miss vs. Southern Illinois
South Carolina vs. Coastal Carolina (probably was a FCS team when the game was scheduled)
South Carolina vs. Chatanooga
Tennessee vs. East Tennessee State
Texas A&M vs. Northwestern State
Vanderbilt vs. Tennessee State
Also, pretty much every SEC team schedules two other OOC games featuring weak teams from G5 conference (mainly Sun Belt and C-USA).
Don't expect any SEC to be picking up the phone when Jeremy tries to call them. Those teams schedule teams that Bison fans wouldn't want to watch come to the FargoDome.

This post made me wonder about this - (this is obviously hypothetical since none of these schools are likely to reach out to NDSU) What is the guarantee from MAC and Sunbelt schools? Would NDSU really forgo a home game for that? We don't really have anything to prove against those teams and can't expect much publicity from a win. Just some thoughts and honest questions.
