The 40 is a big deal, but not the only thing. Being able to run fast in your underwear is great. But to is your vertical, catching the ball and route running. I think he is a a solid middle to late 2nd rounder. A good combine moves him up.

But it prevented him from getting drafted early It took him 4 years to earn the real money. He only made 640k year 2.
