Definitely not a make up call. The guy who would make the call has no idea what happened on the sideline a few plays earlier because he's not looking at the runner in that case. He just missed it likely due to his a angle. It also looked like he was still moving back and turning back on the post at the same time. The other officials either got there late or didn't have a good angle. No official is going to risk making a bad call or no call intentional as a makeup call. It could cost them a postseason assignment and those are the ultimate goal of every official. It's how we measure our success every season.
