    All these are are scholarships. Except they are for top foreign students.

    Easy, Senor. There are many good people in the Tioga/Stanley/Bowbells/Crosby area. Don't let Mr. Skarphol be your guide for how the normal folks up there think.

    Why can't we see universities as a potential attractor of world-class researchers to North Dakota? Heck, if Tommy from Minneapolis comes to NDSU while his tuition is being "subsidized" by the North Dakota taxpayer, is Tommy not paying money to live and probably work in-state? All of a sudden you're getting another source of income and transaction taxes that otherwise wouldn't have been here.

    Is Skarphol aware that the state can grow independently of North Dakota residents never leaving and having kids that grow up here?

    its small time ass backward ND thinking, these same people see population growth as a problem not a positive, its very sad that people like Bob are in State leadership roles, there are many more just lke him

    It appears Skarphol is residing in 1966, when the world was much larger and North Dakota much smaller. He's long been at war with higher ed, despises NDSU, dislikes Bresciani and likely doesn't think much of Fargo. None of which makes him unique in the Legislature, by the way. There seems to be a cabal of mostly western lawmakers who believe that "higher education" is defined as the second floor of their hometown school.

    Back when I was a non-resident student drooling at the in-state tuition, I had to live in ND continuously for 1 year, had to get a ND drivers license & change my car registration. Was well worth it. I remember when I came to NDSU, it was actually cheaper for me to pay out-of-state tuition than in-state tuition at Penn State. As I've said before, I'd do it all again... maybe next time I wouldn't transfer in - just come in as a freshman.

    To does Clemson as it is getting really hstf for in state students to get in.. They like those kids from Northeast who can pay full tuition and luv and warm weather.
