Someone else made a point about the schools need to stop worrying about their budgets. This is the NCAA budget and they have a number for the playoffs. Travel for teams eats up a big chunk of that. Until every team starts filling up 15-20k seat stadiums, they will have to deal with this.
The NCAA only makes serious money (about one billion dollars) from one source, Men's Basketball. The majority of the revenue comes from the TV contracts is then split up and doled out to schools based on their division. The money made by football contracts is kept and controlled by the conferences, mainly the P5. Hence, why there is only four teams allowed in their playoff scheme.
