In my very non-expert opinion, I think Shep needs to get more physical in his route running. It seemed like he had a tough time running routes against press coverage.

If no teams claim Shepherd after 24 hours, I believe he is a free agent and can resign with the Packers’ practice squad.

True... but he's still hot garbage! Think if your scouts liked what they saw they could look at this as a means to start shoring up WR for next year (from a GM perspective).
