Nowhere have I said ND is not corrupt, all politicians are to varying degrees. But if you think ND is more corrupt than Illinois I really don't know what to tell you. They're not even in the same league.
I think you’re missing the point of both what that NGO is trying to measure and my point.

If you don’t have any mechanisms to detect corruption, how can you possibly determine if it’s happening?

I didn’t say ND was more corrupt. I said you can’t know the answer.

Which, it seems to me, is a problem.
