How much does money (attendance) really count for site selection?

Here's how I see the rest of the season going.
NDSU finishes 12-0 (obviously we can drop one but I don't think we will)
Ill St finished 8-3 losing both YSU and SIU
YSU, Indy St and SDSU all finish 8-4
UNI and SIU finish 7-5
So all meet the 7 win total. No way we get 7 teams in, but what does the committee do with this scenario? (and based on match ups and who wins which games these records could happen)
Also are certain judgement calls involved? For example if you have two 7 win teams and one has a slightly better SOS, what do you do if the other team is red hot riding a 5+win streak. Does closing out strong make any difference

If it was the ear of the current playoff committee, then I would ask if Bucknell can win the auto bid from the Patriot League, send the Bison to Fargo to play the Bison.
Why in the world did we play South Dakota State as our first playoff game in, what was it, 2012? That was bad for both teams, bad for fans, bad for the conference, bad for the FCS. Maybe this is the same question as PLs, but it's a specific example.
