    I don't disagree with most of what you wrote, I just want to clarify something. The FD wants to have enough money left in the surplus account to spend an average of a million a year and not have the money run out until around 2040 or 2045. That would put the FD at 50 years old and likely in need of a $100M+ renovation. Way more than the surplus fund could ever take care of, even after accrued interest. The money in the current fund above that level is what's being talked about. So even if the extra money is used by a convention center project, there would still be enough left in the fund for maintenance projects, just no major capital additions.

    That being said, I'm convinced the west addition plans that were released were a message to the downtown groups that the FD will spend the money before the city would get the legal right to move it to a downtown project. The most expensive variants were coincidentally almost the same amount as the excess available funds. Basically, we'll burn it before you can grab it.

    As far as I understand, the dome has little no control in the surplus money. The city commission would have to approve it. Dave Piepkorn said he wanted a city vote on it. I think a vote is unnecessary for upgrades but when your talking about a major convention center addition it should be voted on because it's going to take way more than is in the surplus
