Getting 25k on a regular basis would be tough in my opinion. The fbs schools have 4 times the enrollment we have. Much larger alumni base.

Most FBS schools do NOT have 4x NDSU's enrollment.
The average B1G school has 41K per the numbers provided on the B1G wikipedia page.
The SEC has only two schools with a higher number of students, most are in the high 20-low 30K range. The Mississippi schools are in the low 20's.
The ACC has only one school that would be above average. The public schools are all in the 20's or low 30's.
Same general deal with the Big 12.
The PAC 12 has 6 schools above the B1G average. I didn't know some of these schools were as large as they are.
I think you are right though that it'd be tough. They(P5) do have a lot bigger alumni bases than NDSU has. But some of them are not particularly large schools. Clemson has less than 25K students for example and they have a large venue.

I can get tickets right now for tomorrow's game against a top ten team who is a rival at homecoming.
Of course, those tickets are $50-60 each. That's probably a good enough explanation of why it's not sold out. NDSU is still making good money for FCS, no doubt about that.
NDSU has never had 20k in the Fargodome. You know that, I know that. Could we do it? Sure.

Basically everyone outside Wyoming is from a more populated area than NDSU at this point. And I'm guessing a lot of these schools have stayed steady at there 20-30K enrollment levels for some time. I have no idea though.
