Mostly. Here's the odd thing: If he's not recruited, comes to NDSU, and only gets non-athletic aid, then it doesn't count against the football limit. If he was recruited, comes to NDSU, and gets only non-athletic aid, then he only starts counting against the limit after he plays his first game. There's an easy flowchart you can follow on page 208 of the DI manual.
