    In ND, the mineral rights go with the surface rights until they are severed. When you get a deed to property you only get the mineral rights that the previous owner had. That could be anywhere from 100% to 0%. It might not be listed on the deed and many people don't know what mineral rights they have.

    Are you talking about the land around upper Red Lake not controlled by the tribe or the land adjacent to Upper and Lower Red Lake by the tribe? The land not contolled by the tribe is mostly rice paddies and swamp as you said. However, the land south and westbof Lower Red is pretty nice. As a closed reservation, a non-tribal member probably wouldn't be able to live there...However, if the tribe decided to sell that land, you are looking at development similar Leech Lake or Mile Lacs.

    I never have understood the lack of motivation by the N/A to devlope the west side. When the wind is out of the west the lake is almost unfishable on the east side. Guide services, boat launch fees, Hotels and restaurants would do well over there. As a matter of fact they could require a guide to fish on that side. I would think the economic impact would certainly help out the tribe.

    Very true. The value system is different and has been that way for hundreds of years. It isn't going to change.
