The land not contolled by the tribe is mostly rice paddies and swamp as you said. However, the land south and westbof Lower Red is pretty nice. As a closed reservation, a non-tribal member probably wouldn't be able to live there...However, if the tribe decided to sell that land, you are looking at development similar Leech Lake or Mile Lacs.
I never have understood the lack of motivation by the N/A to devlope the west side. When the wind is out of the west the lake is almost unfishable on the east side. Guide services, boat launch fees, Hotels and restaurants would do well over there. As a matter of fact they could require a guide to fish on that side. I would think the economic impact would certainly help out the tribe.
