SECTION 22. MASTER PLAN AND SPACE UTILIZATION STUDY - CAMPUS BUILDING
PROJECTS - PROJECT MANAGEMENT. The master plan and space utilization study line item
contained in subdivision 1 of section 1 of this Act includes funding that must be used by the
state board of higher education to conduct a systemwide master plan and space utilization
study. The board may use up to $150,000 of the funds to contract with an outside entity for a
final design review of the university of North Dakota school of medicine and health sciences
facility project and the North Dakota state university science, technology, engineering, and
mathematics classroom building project. Beginning with the effective date of this Act, the state
board of higher education may not authorize a capital project, excluding athletic facility projects
to be paid from private or local funds, to begin at an institution until a master plan and space
utilization study has been conducted of the campus and the board determines the building
project conforms with the master plan and space utilization study. However, construction may
begin on the university of North Dakota school of medicine and health sciences facility project
and the North Dakota State University science, technology, engineering, and mathematics
classroom building project prior to the completion of a master plan and space utilization study of
the respective campus.

It is a model built on distrust. The SBOHE does not get to work exclusively with its member institutions. If an institution dislikes something the SBOHE does, they call their congressperson. If legislators don't like what the SBOHE is doing, they can tweak funding. If the SBOHE doesn't like what Ndsu is doing, they can try to fire the president. (I am not saying what chapman was doing was right, but given the context and parameters in which someone else else was trying to manage private donations, it may not have been so wrong either, in one instance.)
The bottom like is that while Scheels might think there is this loving relationship among all of his stores, the reality is when corporate gives its final answer, it really is the final answer. While Scheels might feel their organization has developed this trusting relationship, it doesn't have to go both ways. One side doesn't have to trust the other to get stuff done.
While I agree trust is a major missing component between the SBOHE and the schools; it is ignorant to compare a corporation with higher education. While ideally it would great to see it work like that, it won't...ever.

Key difference between Scheels and the NDUS:
1. Scheels locations aren't competing against each other for resources.
2. Scheels spends money to serve customers. If Scheels ran like the NDUS, then they'd build a store in Tioga and spend $10000 per possible customer. They'd also spend huge amounts of money on infrastructure on store locations whose sales are largely online.
But some other interesting in the last couple days:
