If nothing, hopefully it will at least start the appropriate conversations.

Don't get me wrong, it is absolutely the right thing to do, it just won't ever get done.

    Genius!

Start with a per-credit rate skewed toward the little guys, then skew it MORE! towards them with a few 'adjustments'!
Many thousands are in want of common necessaries; hundreds of thousands are in want of common comforts, sir."
Scrooge-"Are there no prisons?". "Plenty of prisons..."
Scrooge-"And the Union workhouses." . "Are they still in operation?". "Both very busy, sir..."
"Those who are badly off must go there."
"Many can't go there; and many would rather die."
Scrooge- "If they would rather die," "they had better do it, and decrease the surplus population."

Absolutely. I think the school at Ellendale was the only one ever shut down, and if I recall correctly that was because a fire took out most of the buildings. I believe that resources were then shifted to start UND-Williston which then became Williston State (or East Side High to those of us that lived in Williston.)

NDSU would not change its status as its the state's Land grant school as per federal Morril act

It won't pass because the issue isn't that schools have grown beyond their descriptions. The issue is - if you take them out of the Constitution which, crucially, specifies their location, they're easier to close or consolidate.

We all live in stories... It seems to me that a definition of any living vibrant society is that you constantly question those stories... The argument itself is freedom. It's not that you come to a conclusion about it. Through that argument you change your mind sometimes... That's how societies grow. When you can't retell for yourself the stories of your life then you live in a prison... Somebody else controls the story. - S. Rushdie

This also applies to NDSU since all references to it have been struck out too. Then again so has UND. Wait, no, I found UND:
The school for the blind at the city of Grand Forks, in the county of Grand Forks or at another location as may be determined by the legislative assembly to be in the best interests of the students of the institution and the state
