During the Reagan Administration, Federal Highway funding got tied to a requirement that states have a 21 year old drinking age. Minnesota back then was 19. I remember it well.

The idiot 55-mph speed limit came during the Ford administration. The limit was from 1974-87 and slowed travel to a crawl.
