The one thing I want to know is why did the SBoHE deny NDSU the ability to sell bonds to pay for this project? It seems like thats how every major building is paid for these days.

There's probably a pretty good reason for that - they don't want NDSU to get saddled with too much debt.
I bet they limit bonding to housing projects which is funded by housing fees and building projects that are funded by student fees (or other things which have a clear method of repayment.)
I think they could start parts of phase 2 right away if the money was available. The first things to be done to the BSA are the basketball and weight room additions. I think they could start those without impacting the function of the building. And I think Tony's right about the bonding. A couple years ago the debt for the campus was around $100 million. All of it was dorms, dining centers, the union and the wellness center. All have fixed repayment systems.

Interesting fact: I originally entered the "BWAHAHAH" as all caps. Apparently that caused the board to say, "Not so fast, all caps boy, we're going to change you to all lowercase." Well, the unintended consequence of that (bug) was that it also changed the URL of the image so that it pointed at a completely different image. I'll do it again so you can see what I mean.
