In someways it is a lot different, due to the way it is filled and how it is contained. They put a lot of water fairly deep in the impoundment, because they are pulling it from a much higher elevation from the hills to the east. From my understanding the issue with the Fargo dike is that it is essentially water that gets backed up not being able to flow through Fargo fast enough. By stopping the flow of water from heading north. It is an intersting concept when you see it. When I was there it was dry (I think they were still wrapping up construction.)

The North Dakota Senate today unanimously passed HB 1431, which provides an additional $435,500,000 for the FM Diversion project. The bill has already passed the House and now goes to Governor Burgum for his signature. The money will come from selling bonds. Yes, the State of North Dakota will have a bonding bill. The state had already provided about $434,500,000 for the diversion project. Total amount from the State of North Dakota will be $870,000,000.
Also in the bill:
$74,500,000 for flood control projects in Minot
$50,000,000 to the infrastructure revolving loan fund
$70,000,000 to the highway fund
$50,000,000 to NDSU for an Agriculture Products Development Center
That's it. Surprisingly not something for everyone.

The Senate wisely made no changes to the House version so it wouldn't have to go back to the House for concurrence. Jeff Delzer (House Appropriations Chair and major buzz kill) wanted another crack at killing the bill. Since the state received a large chunk of federal funding since the bill left the House, he and others in the House didn't think the bonding bill was necessary any longer. This is good for the State IMO, finally the State investing in itself instead of projects across the country.
