Yep this is a tough one to figure.
Ive tried to figure this out. I could only come up with two scenarios. One CW is just off every ones radar. Two-- there are teams that are interested but the terms CW want just isnt to any teams...
If they wont follow the rules then hammer them. I cant believe the coaches would allow it.
