I'm pretty sure this isn't a rule - I don't think it's that uncommon for the lower end of FCS to play DIII or NAIA teams. E.g. in 2017 Campbell played DIII Methodist from NC.
If NDSU wins this game can we get a 4 year moratorium on the "haven't seen speed like this before" argument?
Interestingly, if this post is correct, NDSU would have land on the 2005, 2006, 2015, 2016 "maps" with all others consolidated with the FBS champion going back to 2004 at least.
NDSU is the last holdout on the FBS map continued from the 2017 season.
