Even when they review and say no targeting, its still a 15 yard penelty. Weird I know, but still the rule.

Looks like I’m the minority, but I thought it looked like the JMU player was leading with his shoulder. The movement of the QB resulted in the head to head hit IMO.

Fair! I thought the PF was directly tied to the targeting and no target means no PF but I will call myself corrected.
