If you had the 15,000 students from each school, you'd have a single 30,000 student university that would have equivalent to most of the Big 12 schools. It would probably make a difference on how the state funded that single university.

They will match as the money is raised. So far they raised 3 million which has been matched so they are at 6 million. If Wyoming raises 20 million, they will match the 20 million. .. I think that's how it works.

The last greenhouse on campus was built because of matching dollars from the state. For every dollar raised by the private sector, the state matched it with three. The $40 or so million to build it was paid largely by the state.
In the last biennium the legislature passed the "Higher Education Challenge Fund". In this case for every dollar the private sector raised for higher ed it was matched with $0.50. However, brick and mortar were specifically excluded and the cap for each research university was $10 million.
Neither of these situations gets you were you think NDSU should be, but the state does do a match. Unfortunately, a football stadium would never be in the picture. NDSU needs a Nazi to get that done I am afraid.
