Don't say this is an extreme example cause its the SEC. Wyoming did a large upgrade to football facilities, Northwestern dropped over $100 million.
So even if you double your contribution to $200/year. We are outclassed.

Big Dance money = $2-3 million per school
Tv contract money = $2-3 mllion per school

Wow... a quick fact check shows that there may not be one single accurate item in your entire post.
It'd cost NDSU $8-10 million more per year to move up with all sports.
According to the USA Today's database NDSU's budget in '16/'17 (the last year I could find data for) was roughly $27.3M. The average budget for MAC schools that year was $32.1 but for MWC schools it was $43.9M (so I guess you got that one half right).
college football playoff money = $2-3 million per mwc/mac school
For the 2017 bowl season (couldn't find 2018 numbers) there was roughly $81.3M from CFP money earmarked for the G5 that was allegedly distributed equally among the conferences (link). That means about $16.2M per conference which would be $1.35M per MAC school or $1.5M over per MWC school if they allocated every penny of it to the member schools.
Big Dance money = $2-3 million per school
As of the 2013 tournament the MWC NCAA Tourney TV money share was $6.6M (for the whole conference) and the MAC's share was $2.2M (link). I realize that's 6 years old now but those revenues haven't gone of the 6 to 15 times they'd need to in order to hit those amounts you referenced.

Those numbers at https://sports.usatoday.com/ncaa/finances/ really tell you all you need to know about how a typical MAC/MWC athletic department is funded. On average MAC schools are getting about $21.6M in "revenue" from student fees and school funds ($8.7M on average from student fees and $12.9M on average from school funds). For the MWC it's $20.1M on average in "revenue" from student fees and school funds ($4.6M in student fees and $15.5M in school funds).
For the 2017 year that those numbers from the other conferences came from NDSU had $7.9M in revenue from those two areas; a little over $1.4M in student fees and about $6.5M in school funds. Good luck squeezing more out of those oranges especially to the point that it would take to be at the MAC or MWC level.
