Water bill recipient gets the link (both on their paper statement and in the email and/or a pop up on the website), in order to log into the survey you make them enter their first name as the username, the water bill account number as the access code and make them pick their house number out of a list of 3 choices. From there you can maybe hire an outside firm to write the questionnaire and conduct the analysis (or run it through a LLM AI that has been trained to analyze data).
I get where Indy is coming from though. By having someone "in house" do it, there's always a chance they will interpret the data/word the questions in a manner that suits their own personal beliefs.

I learned this from Frank Gallagher. Gentrification - the process whereby the character of a poor urban area is changed by wealthier people moving in, improving housing, and attracting new businesses, typically displacing current inhabitants in the process.

My dad got a call about an ag econ survey at ndsu in the 90's. His brother in law taught ag econ. So he asked the guy doing the survey about him and it turns out the students hired a survey company. Lolz.
