New FBS proposal? Anything to this?

A new proposal for DI is out ( http://www.oneafar.o...ce_Proposal.pdf ). Under the proposal, the Sun Belt, CUSA, MAC, and AAC retain DI status. The Big Sky will be forced to pursue FBS status or drop down to the new DII. Schools that don't pursue DI will probably be force to join the WAC, which can't join the new division. Schools like NMSU, Idaho, Cal Poly, Davis, NDSU would have to join an FBS Big Sky or be forced down.
FCS affililiation is the new D2.
Eastern Kentucky is the latest team wanting out of FCS (to join the Sun Belt) because of talk of these rule changes.

I have no idea if this is real, but I did a quick document search for Big Sky and got zilch.

I'm missing the part where it allows conferences as a whole to move up? It mentions 10 conferences at the end (SEC, B1G, Big 12, PAC 12, ACC, AAC, MWC, Sun Belt, CUSA, MAC).
Also, what happens with the Independents (Notre Dame, Army, etc.)?

The attached document says nothing about what star2 stated, at least as far as I could see/tell. It seems to be focused more on the governing body makeup of the D1 schools and is the "proposal" of the Faculty Athletic Representives" ("On behalf of the 1A FAR Board, I am attaching our proposed
Principles and Model for a New Governance Structure"), but mentions nothing much about athletics generally or football specifically. Where the eff did he get what he stated?!?!

And if FCS schools are forced to move down to Div 2, what ramifications will happen in the basketball world??

The article is a bunch of mumbo jumbo and the idiots on the Hitler Youth Board didn't even begin to recognize that NOTHING is as simple as their pea sized minds.
I didn't see anything in the story about what happens to the Big East (It's a basketball conference ans still exists) or to other conferences that don't have football like the Missouri Valley.
Are these discussion only to talking about football? If they are, then including the existing FBS conferences in the new structure does NOTHING to solve the problems they are currently having. Split off the top 4, 5 or 6 conferences or leave it the same. That's the only real options that exist.

That's all 10 of today's D-1A conferences, correct?
Seems like those guys are seeing what they want to see.
