The whole Vic's aircraft and the air museum could be tailgaters. Maybe limit that area to 1 spot per car.

Common sense and power may be mutually exclusive in this case.
I dont think Ive seen an open tailgate with no rules in my travels. Iowa stae last year was different because of the rain and wet grounds. The other time at Iowa State we had to wait in line to get in to the lot. Iowa has lots all over the place but the majority are reserved. Kansas and Kansas State had line to get in. Where is this utopia of tailgating lots? Where there are no rules and people can park at anytime they want?
There will always be lines, but if supply meets demand you don't have any major issues.
Like I said before, this is an issue of supply. People wouldn't line up at some insane time if they thought could get in line by showing up at a reasonable time and still have hope of getting a spot.
I don't think anyone is suggesting a "Lord of the Flies" scenario where there is no rules, survival of the strongest and chaos. Just an improvement of what we have. Demand outstrips supply for years.
What has been done? Nothing.
Now we have a situation that threatens to solve itself because of inaction. Will it be the end of the world?...of course not, but it should be a wake-up call to the administration that they need to explore solutions to this problem.
