For the tldr crowd...
The group is suggesting that FBS football(and ONLY football) be split off into it's own thing. Big Ten basketball(or volleyball, or baseball) would still be Division I and still compete with all the other DI schools like NDSU. FCS football would stay an NCAA sport, but FBS football would be it's own thing.

Yeah without reading the article in failing to see the difference. It's already split at the fcs/G5 level. The only difference I can see as if they were truly split and no longer considered division one and something else than maybe they couldn't play each other?

If FCS were to choose to move permanently to spring (which remarkably some on FCS AGS appear to welcome) I would expect this have a major impact on the dynamic as well

So now after reading the article I pretty much have the same understanding. The one thing that hit a little harder for me was the recommendation of moving FBS schools football out of the NCAA most assuredly means that FCS and FBS would at some point no longer play against each other and over time the rule governing the teams, games, conferences etc will also probably differ considerably as time goes on. The cynical part of me thinks if this were to happen FCS football would slowly(or perhaps faster than I think) become more of a participation sport at schools in the same sense of why the NAIA schools have sports, to attract students to their school. I guess what I'm saying is that IF the FBS were to break away from the NCAA you'd have a hard time convincing me the FCS wouldn't drastically go downward.

Probably too late. To use a Bible analogy...Everyone will want to get on Noah’s ark when the rain downpours. The key is to have already been on the ark. And we’ve had too many people in admin and on this board laughing at Noah and saying that it will never rain. Even the door to going FBS as an independent will be closed at that point.

Yeah I get what you’re saying, but to keep your analogy going – Noah will be very selective as to who gets on the boat. Not all who seek refuge shall be admitted, because most are undeserved.
I see on some forums that posters appear to be oblivious to the implications, suggesting that some P5 and many G5 programs will opt into FCS because they have weak FB programs. Now that right there is downright funny …

The group studying this looked at the P5/G5 divide and said that the gap between P5 and G5 football was smaller than the gap between FBS football and all other DI sports. That's why they suggested FBS football be broken off rather than the P5 splitting away completely.

Say we got two groups at the country club. We got the lawyers, farmers, and surgeons who are the rich guys. Then we got the middle class fellas, teachers/coaches, insurance guys, loan officers.
We are in a country club together. The rich guys get the best tee times, have the best clubs, and really handle the day-to-day decision making. Some of them take golf serious, some only play because they are friends with the rest of the guys, but they all put a fair bit of time and money into the country club.
The rest of us like golf, some of us are actually pretty good, any given day those guys can beat a lot of the wealthy guys but his job means he can only golf in the evenings and some weekends with us. The rest of us are average, some are bad. We like to drink beer and socialize. The municipal course sucks and we don't want to go there.
The rich guys don't mind us. We mostly stay out of their way. We don't mind them, most of them are actually pretty good guys, all play softball and basketball together. They invite us to play sometimes if they need a partner. The only annoying thing is that they have the club championship during a time that none of us can make it, but we don't really care because none of us are good enough to be the best. Anyway, they like us because we don't slow down play, some of us coach their kids sports teams, we might have accounting advice or our kid might cut their grass. We even got a Mormon guy who is always willing to DD and he's semi-retired so he can always play in a scramble if the rich guys need someone.
The rich guys want to raise the fees a bit, they want to class up the joint. So we vote in favor because we like golfing here and the municipal course is a dump and the guys who golf there are weird.
The rich guys are happy. The clubhouse is great and the restaurant in there is high end. Most of us might swing in for a beer or appetizers but it's pretty expensive, we'll all probably go to Chili's or something later.
The rich guys don't want to get rid of us. We are pretty friendly with each other. Plus you gotta see the softball tourney we all have every year. It's a great time. They just wanted a nicer country club.
We pay our dues, we golf at different times, and we don't cause any real issues, plus our kids date and go to the same schools, play on the same teams, nobody wants drama in town.

I'm just trying to figure out why so many on this board want to play at the municipal course for the rest of eternity. We're told, we should only golf at the muni. The muni is the best course for us. We tell all of our friends at the country club that we only like playing at the muni. We would never want to play regularly at the country club as members. In the past, club members allowed us to golf with them on occasion. We'd get over there maybe once a year. We'd always win. We'd hear people murmor, "those guys should be members and play at the club regularly." But we'd put that silly notion to bed. "No!" we say. "We love the muni. We can actually win tourneys at the muni." We tell anyone who will listen, "it is all about winning tourneys." We are made to believe that this is true. It is only about winning tourneys, even if you have to play on a shit course to do so. Then we wonder why we're never invited to become club members. So, we continue to play at the muni and kick everyone's ass. Nevermind that when we're on half the greens on this course, it feels like we're putting at a miniature golf course as there are so many missing splotches of grass. But that's okay. We belong at the muni. It's a 9 hole course, but that's fine. The men's and women's tees are only about 10 feet apart, but that's fine. We'll keep at the muni, until one day we're told that the city needs holes 8 and 9 for landfill expansion. Of course, the club will be full by then. No option to join at that time. But playing a 7-hole round of golf just means we can get into the parking lot and drink our beer sooner, so its all good I guess.

Don't forget that most of the people we see at the muni have two-tone wilson staff bags filled with clubs from no less than 8 different manufacturers. Brands like Lazer and Sand-Pro. They wear jorts with a knee brace, knock-off Oakley M-Frames, Nike Air Monarchs and the sweetest mullet you've ever seen. They take about 13-14 practice swings before whiffing and then taking 13-14 more practice swings before scalding the ball straight right about 35 yards.

That’s a pretty good analogy.
The thing that I find striking is that there is no clamoring among the G5 NOT to be with the P5. Rather, it is just the opposite. Meanwhile, those that have moved up have no regrets and none are interested in moving down. I think this is telling.
But what really turned my view back around was looking at this from the perspective of the rest of FCS. They hate us because we’re the 6th grader who refuses to graduate and just sticks around and dominates on the playground. At some point it becomes obnoxious. You can say "up your game" but realistically NDSU is a man among boys in FCS, with the gap only widening. To continue to do that indefinitely is bad karma, IMO.
You’d need the state to fill the gap of student fees - so some very good PR work is in order - but it is good to hear that the AD is now looking into it. It is time to do so now, or it will be in fairly short order.
