To me a 9FB/10BB config is smart: 8 conf FB games, 18 conf BB games. If someone plucks two FB schools you still meet NCAA FBS all-sport conference minimum 7 FB members.
After that 9/12 works well too.

If I had to guess NDSU has more media exposure than either school. I'll stop myself before I refer to them as 'afterthoughts' in Texas ;)

The total population of MN/WI/IA/MT/ND/SD/NE is ~ 20 M, with no G5 program (although I see one on the horizon)

You have 5 P5s in that Midwest cluster, but TX (28M) will have 6 P5s plus 7 G5s for a total of 13 FBS programs
"Eyeballs" is a misleading word. "Market" is a better term, and I think the answer is clear. NDSU would be a great FB add for a top G5 conference
