Or a true story that became exaggerated over time and turned into flat out incorrect story.
I am at tailgate a lot, and pay attention to what is going on around me, so, my guess:
1. PD/security sees someone they believe (or maybe even know) is underage and has a beer in hand;
2. PD/security interact with that person, confirm underage, and ask where the person got the beer;
3. Person points out tailgate area/person (adult) who gave person the beer;
4. Tailgater who gave underage person a beer gets a ticket or maybe just a warning--which would seem more appropriate--but if ticket, so be it, as PD/security doesn't want to set a precedent and or wants to nip things in the bud;
5. End or accurate story;
6. Exaggerated story entails and rumors fly;
7. Story gets "Bisonvilled" into sting operation at tailgate.

An underage person was sent into a tailgate group by pd, one person was given a ticket/fine for giving this underage person alcohol. That is the story from the horses mouth. Could the horse be lying? I guess so but I can't imagine this person making shit up.
