The deals were already official. The reason its hitting the news again is they are close to formalizing their exit dates/fees with existing conferences.
It looks like they will all move June 2023 timeframe for the fall 2023 season.
The 4 new SBC schools already moved this year after court fights/settlement with CUSA.
Texas/OU is the last piece that the dates aren't known. It sounds like B12 is angling for an improved media deal to release them from the GoR early.

As for the WAC, there are very preliminary talks between WAC, ASUN, and Big South about swapping teams around with WAC taking everyone with FBS ambitions. There's a lot of unstable FCS conferences at the moment, some too big and some too small. There's tons of ways this could shake out but the WAC does have some desire to return to FBS with whoever it takes to get there.
Which schools in those three conferences not only have the ambitions to go FBS but also the ability to make it a reality? Seems like a very short list.

A very short list indeed, and I expect it will be even shorter after NCAA constructional reform, possibly because of the whole FBS leaving the NCAA and establishing firm and stringent criteria for inclusion. I seriously doubt the WAC makes the cut and CUSA has to be sweating right now.
"constitutional" ... damn autofill. I originally thought the FBS would stay, but the longer the reform drags on (see DBs recent comments), the more likely the FBS just leaves. Solves several problems by decoupling from everything else (see hoops).
The question then is where should NDSU FB be? I expect it would become very difficult to move up once they split off. The vast majority of the G5 will do everything they can to tag along (see $$). I also don't believe the other Dakota schools have any FBS aspirations, even if their fans might, so you'll have to choose between leaving your old 'rivals' or being stuck permanently in what will be the new defacto D2, assuming it plays out that way. NCAA might still pull off a miracle ..

Either the NCAA doesn't enforce the 15k attendance requirement and basically anyone can move up, or they do enforce it and 20+ schools are forced to rejoin FCS. Either way it benefits NDSU. This may be decided by the courts.

What teams in the WAC, ASUN or Big South have the potential to meet even the current entrance requirements for FBS?

The only FBS "requirements" are a conference invite and 15k attendance, neither of which are being enforced.

Sure but the reality is that the schools need to have the resources. Which schools in those three conferences would have the resources to get an invite and game the system to get to 15k attendance?

15k doesn't matter and the WAC is already a FBS conference, though currently has FCS teams. They can go anytime they think they can make it.

Sure, if the makeup of teams can make it work. Most of them are struggling to make FCS work. The two best teams in those 3 conferences already left for FBS. I understand the potential because of the WAC’s history but the current teams make CUSA look like the SEC.

I thought there was a time limit on that and that the option to go back to FBS timed out.
