NDSU has to do something, He should stick his head out. because his A.D isn't gonna do anything to upset his easy street living off our successful past that was laid out for him

Not exactly true, but close enough. Last I heard, NDSU uses the Interests and Abilities test for Title IX and not the Proportionality test. So there isn't a "we added ten men's scholarships so we have ten women's" situation. That being said, NDSU is pretty far apart in proportionality already and I would guess it's in the yellow zone; adding another 22 men's scholarships would put things well into the red.
My guess as to what NDSU would do:
1. W Tennis
2. W Swimming & Diving
...
9. W Wrestling
10. W Lacrosse
11. W Gymnastics
While equestrian fits into the whole ag/land grant thing, it's just so bloody expensive.

Tennis seems relatively easy to add. Lacrosse and Gymnastics could be great options due to popularity but I'm not sure where they would fit in terms of conferences, etc.

The MWC has a ton of options in their own backyard to replace teams if they leave. Southern Utah, Montana, Montana St, and NMSU are all worthy options with strong attendance. NDSU has more prestige but they are much further away. NDSU is honestly probably 4th or 5th on their list.

I'm partial to rugby, but I truly believe women's rugby could work. It is currently identified as an NCAA Emerging Sport. The infrastructure is there -- new field going in due to a strong effort from the current clubs and support from Student Government, alumni support thru the club teams, slowly growing post-college club teams in Fargo. It's a very cheap sport as far as equipment and training needs. The major cost would be travel as there are limited women's DI varsity programs:
Quinnipiac
Harvard
Army
Brown
Dartmouth
Sacred Heart
Long Island University
Mount St. Mary's
Princeton
They could also play against the top DI club teams, as those have traditionally been just as strong, if not better, then the above listed varsity programs.
