I do agree it sucks for students that don't use the athletic tickets. That being said, I never go to the Union and use any of the services that they offer through student fees there. The athletic fans who are students, students who use the union and students who use the Wellness Center all benefit from everyone contributing a little bit instead of some paying through the nose. Not trying to be argumentative but in my opinion it's for the benefit of the non-hermit student.

With the payment of the fee they have access to 1 of 4,000 football tickets, and basketball, etc. The fee covers many things, but one of them is admission to athletic events. It was talked about at length on another thread previously.
The problem with NDSU football tickets is there is no continuity. You might be paying $25/ticket whereas the person next to you is effectively $500 a ticket. There are so many deals cut for NDSU tickets and grandfather this, grandfather that it would make your head spin. New AD should take over the tickets and just say the fees related to sections, 1, 2 are X, section 3, 4 are y and so forth.
All non team maker seats are now subject to the same fees or a sliding scale since the seats aren't as good. Just because you are grandfather'd (whatever that means) doesn't mean you should have 3 row on the 45 yard line for 200 bucks a ticket for the year. This isn't the rule, but the exception, but an exception, but just goes to show the disparity that exists.

Use your PSL example at new viking staduim. You want a good seat, you pay for it. Guy next to pays the same.
As more people want tickets, and find out how disjointed the current system, complaining and related bad press will occur and changes will be made.

The reason some are grandfathered in is because they've been there for 40 years straight, regardless of how good the team is or is not. It's tough to force a fan like that out. From what I understand they are gradually evening things out.

its 2014 a ticket down there should be $100/game & $10,000/year
