I believe the original plan was to add UTEP, Texas State and Tarleton as full members. With Hawaii as football only that would have made 10 for football..Then the NIU and Toledo football only would have the conference with 12 for football. They could have had 2 divisions for football. When Texas State stepped away from the negotiation, the Texas plan ended. UTEP is in Texas but also in the MST zoneQuote:
