I don't know it it is that simple. Right now, strong rumors the B1G want Washington and Oregon. You take those from the PAC12, and the only premier program left is Stanford. Granted, Cal should be better than they are. But, can they hold Stanford and Cal? If so, I agree maybe they survive by raiding the California Mountain West teams. However, you lose Stanford an Cal, and I think real possibility they implode.

If the B12 actually holds at 14 and doesn’t take Arizona State and Utah, that would be a huge help for the PAC.
I think regardless the PAC needs to add 4 at this point, likely 2 or 3 from MW and 1 or 2 from AAC. That would bring them to either 10 or 12, depending on OU/Wash.
Or their TV deal is straight ass and it’s a fire sale to get the hell outta there. Then they grab the top half of the mountain west and some more of the AAC.
If ever there was a chain of events to see NDSU to FBS, one would think this would be it.

The reality is that any 2 current PAC schools that remain are more valuable than any G5 team. The PAC will be inviting the best possible G5 teams and once that happens they will get a contract (that sucks when compared to P5 conferences) that is WAY higher than any G5 conference deal. Follow the money.

Oregon St. is worth more than Army? Navy? San Diego St? (just a few off the top of my head that I suspect are pretty darn valuable) I do agree with the principle of what you are saying, the reality is the cream is getting harvested right now, and Oregon St. and Washington St. have to be sweating bullets. Even if they survive, they will no longer be a power league.
