Coincidentally hurting the OP’s point is the fact that adding pud FCS programs to an FBS conference is actually CUSA’s strategy, not the Sun Belt’s…

Even with the higher ratio of institutional funds to athletics, UND academics were not in the red.
It took a $4.8M state bailout to head off even deeper academic cuts at NDSU.

It is not from a lack of trying. The NDSU athletic department tripped all over themselves trying to convince the student government to increase student fees and got completely shut down.
Instead they had to negotiate to get some seats back from the students. That strategy it worked well for a few years when tickets were tough to come by. Now there is 2 total opponents that anyone needs to put forth any effort to get tickets for. Otherwise they are readily available.

I’m not sure that’s how it went down with student government. My impression, very much from the outside, was not that the athletic department did not do a very good job selling their position.

Show me, link to, the one-time state budget line item bailout like NDSU got. (If I've forgotten it I'll own it.)
