It's happening.......I just figured it out.
The money for phase II of the IPF has been whispered to be committed. The reason it hasn't been announced is they are going to announce it in conjuction with NDSU accepting a fb only invite to the Mountain West.

Last time I looked, and admittedly it was four years ago, not all of UND's women's sports have all the scholarships filled. I believe only WBB and WVB are max'd. They could add balancing scholarships (grants-in-aid in NCAA-speak) to soccer, tennis, softball, ITF, OTF, CC, golf. Is that enough to balance 22 add'l for FBS? I don't know that right now either.
Update: Joining the Summit UND had to fund women's sports at 85% scholarships allowed minimum per the league I believe.

Tennis isn't cheap because you largely recruit internationally. Would much rather see us add Women's Wrestling, Womens Rugby, Women's Lacrosse, or Women's Gymnastics. We would have an instant home in the Big 12 for Gymnastics and likely wrestling when it is added. Plus, let's be honest...we have a pretty good recruiting base in the upper Midwest for tough corn fed women. We would be a force in Rugby.

The argument to stay where we were and wait and see what happens was foolish thinking. I was pro-FCS at the time where that statement got rolled out every other week, but I still didn't like it then and I hate it now. We put ourselves in a house with too low of a ceiling because we were afraid of a little rain. We should've been doing everything we could to advance our athletics department and university as a whole* to be ready when opportunities present themselves.
Don't even get me started with the "we think we belong at the second level". What a stupid, arbitrary line to draw.
*Which at the end of the day is the directive of the leaders of a university.

Yep, remember the five year moratorium the NCAA had about moving up to FCS back about the time un_ moved up.

And ML should be on the phone with Sell at SDSU, Chaves at UND, Herbster at USD, Haslam at Montana, Costello at Montana State, Esten at St. Thomas, and a handful of others in the region, collaborating about what they can do when changes comes, and it's coming.
If ML is waiting by the phone for "the call", it won't come (especially now that C-USA can stay in its southern comfort zone with WKU and MTSU).
Make the change.

The Forum did mention some kind of expansion in a recent article regarding the mayor so it is kind of already out there.
