The TV market isn't just the town the school is in. You think Penn State's market is only State College? SDSU would be tied to Sioux Falls, which has a slightly bigger MSA than Fargo.

I agree they are less likely to move than the Bison, but market size won't be the reason. It's not the reason either team would be excluded.
