BISMARCK -- The Senate on Tuesday narrowly rejected a plan that would have created more fairness in state funding for North Dakota State University and two other state colleges.
Sen. Tim Flakoll, R-Fargo, who explained the bill to the Senate, said afterward that opponents rejected the bill based on perceived harm to colleges in their districts.
