You're doing it wrong. Don't take the published order, it's meaningless. Example: Notice Oregon at #1. Well the Sagarin component of the BCS (ELO_CHESS) has Auburn #1 and Oregon #2.

What you really want to look at is the Predictor:

It's not his fault and it's certainly not yours. USA Today publishes it in a very messed up manner. The order they print his data in is meaningless. If you're interested in the BCS look at the ELO_CHESS column, if you're interested in who's actually better or where to put your money, look at the Predictor column.

I don't know what USA Today is thinking printing it the way they do. Perhaps they don't want to be seen as in bed with either the BCS or the book makers. Unsavory characters all. Though they had no issue with printing Sagarin's stuff (for entertainment purposes only) prior to the existance of the BCS, and his ELO_CHESS model exists only to satisfy the BCS.
