I was surprised to hear UC Davis Coach Biggs on the Hammer show this afternoon state that they have only 52 scholarships. Their number will increase to 58 for the 2008 recruiting season. It will still be a couple of years before they are at the maximum limit of 63.

When did they start offering athletic scholarships? I think it was only 3-4 years ago. I believe it was after they went to D1...

They offered financial aid in DII, however, it was only a handful (~5) equivalencies.

I find this hard to believe, the scholarship numbers reported here. If my memory serves me correctly, the NCAA does not allow IAA/FCS to play IA/FBS unless the FCS team has had an average of 58 scholarships over a three year period. They have played San Jose St the past two years. SDSU has not played a IA team for that reason, they are just getting their numbers up. Something here does not compute for me.

I didn't think the NCAA restricted the FBS schools from playing FCS schools that carry less than 58 scholly's over a three-year period, but rather that a win in games against those FCS schools (less than fully-funded) didn't count towards a bowl berth. Could be wrong, it's happened before, but that's the way I remember it. Otherwise how does UC-Davis play Stanford last year?

You don't have it quite right. FBS schools must play at least 60% of their games against FBS compitition. They must also play at least 5 games at home. One FCS opponent may count towards those criteria if the FCS school has averaged 90% of the FCS maximum(56.7) over a rolling two year period. Since the minimum game requirement is 9, an FBS school could theoretically play 4 FBS teams at home, one high scholie FCS at home, 1 FBS away, and 3 away games vs. anyone(FBS/FCS/DII/DIII/NAIA), and still satisfy all NCAA requirements. It would be stupid beyond belief, but possible.

As Tatanka and Gully stated above(they replied while I was looking up the bylaws), the big thing is for bowl games. To be licenced by the NCAA, both teams in a bowl must have 6 FBS wins. One high-scholie FCS can count towards the six. Heck, my stupid example from above would qualify for a bowl game as long as they won all the home games and the FBS away game.

BTW, Hawaii scheduled 2 FCS games this year(UNC & Charleston Southern) even without the 13th game they're allowed to have.

I'm pretty sure there is no rule about scholarship limits in terms of FBS playing FCS, only that the win doesn't count towards bowl eligibility unless the criteria you listed is met. Not sure, anyone know the rule?

30.9 POSTSEASON BOWL LICENSING
30.9.2 Contest Status. [I-A] A contest shall be licensed only if it serves the purpose of providing a national contest between deserving winning teams. A “deserving winning team” shall be defined as one that has won a minimum of six games against Division I-A opponents and that has more wins than losses. Tie games do not count in determining a team’s won-lost record. Further, when forfeiture of a regular-season football victory is required by the Committee on Infractions, a conference or self-imposed by an institution as a result of a violation of NCAA rules, neither of the competing institutions may count that contest in satisfying the definition of a “deserving winning team.”
30.9.2.2 Exception — Division I-AA Opponent. [I-A] Each year, a Division I-A institution may count one victory against a Division I-AA opponent toward the six-win minimum, provided the Division I-AA opponent has averaged 90 percent of the permissible maximum number of grants-in aid per year in Division I-AA football over a rolling two-year period.
